Lifecycle Housing for Developers
As a builder/developer that is interested in developing new hosting in the area or one that has
already had a project approved, Life Cycle Housing is a new initiative that may impact you. The cities of St. Cloud,
Sartell, Sauk Rapids, St. Joseph and Waite Park entered into a Joint Powers Agreement to work with developers to ensure
that 15% of owner occupied and rental housing units built in each City will be Life Cycle Housing Units. A Life Cycle
Housing unit is a newly constructed unit that is sold to a household with annual incomes at or below 80% of the area
median incomce and sold below the price point of $131,000. For example, a family of four earning less than $46,550 may
be eligible.
Our role is to work with cities and developers to link potential homebuyers that meet the
income qualifications to available units. If you must had a developers agreement approved, we need each
builder/developer to complete a few easy steps. The major steps include:
- The City you are working in will forward your approved developer agreement to the Central Minnesota Housing
Partnership, Inc. Their staff will be in contact with you shortly after receiving this agreement so units can be
marketed and sold as soon as possible.
- At the time you are issued a building permit, submit a home information form for each unit along with the building
permit and other information listed on the instruction sheet.
- One the framing inspection is complete, fax the signed inspection to the Central Minnesota Housing
Partnership, Inc. at (320) 259-9590. Once it is received by CMHP this will start the 30-day required period we have
to find a qualified buyer to make a written offer on the home. If you do not have a written offer in the 30-day period,
you can sell the home to anyone, regardless of income.
- Finally, within 30 days of the closing, provide the CMHP with a copy of the HUD-1 form.
Many of you may have your own waiting list of potential buyers for your development.
If this is the case we highly recommend that you refer those potential buyers to the Central Minnesota Housing
Partnership to ensure that they take
the necessary steps to be able to qualify for the Life Cycle Housing Units.
